Now that you have completely setup the Governance plugin and setup your first proposal, you will need to add the Governance Proposal archive layout to the main menu of your website to allow users to view it.
Adding the Governance menu item to the website to allow users to be able to find and navigate to the various proposals.
Click on Appearances and then Menu #

From the side menu of your admin area, navigate to “Appearance” and then “Menus”.
Choose Custom Links and Add the URL #

Choose “Custom Links” from the menu type options and in the URL type /governance/.
This is the default search engine friendly URL for the Governance archive.
At this point, you can rearrange the order of where you want your new menu item to appear.
Press “Save” in the bottom right of the screen and your done.
